Mississippi Records in Portland, Oregon is the best. Not only are one of the best vinyl stores in the country focusing exclusively on folk, blues, world, jazz, and the bizarre, but they run a record label that releases all them impossible to find songs on vinyl. ON TOP of that, they put out mix-tapes every now and then. Here is a recent favorite.
